Research on Methods and Approaches of Ensuring Strict Party Self-Governance at the Primary Level

—The Implementation of Organizational Functions Based on Governance Logic in the New Era

Abstract: To strengthen the functions and roles of primary-level Party organizations is first and foremost a task for ensuring strict Party self-governance at the primary level. In the New Era, “service function”of primary-level Party organizations, which contains resource allocation, social integration and internal rallying, value delivery and common values shaping, is consistent with its“political function”. The implementation of strict Party self-governance and its organizational functions requires deepened understanding of the governance logic in the New Era, especially, the fundamental“people-centered”one. To be specific, it requires strengthening the ideas and faith with the new logic, realizing functions of primary-level Party organizations with external integration and internal stimulation, and playing the role of building institutions and regulating behaviors with the Party's service nature.
