3　General Principles

3.0.1　This standard is hereby formulated in order to strength the project quality management of electric power construction，improve the quality level of construction，and unify the relevant requirements of the construction quality accpetance standards and project quality evaluation for thermal power engineerings.

3.0.2　Construction quality acceptance of thermal power engineerings shall be carried out according to the inspection lot，the subentry，the subsection and the unit project.Only the quality level"qualification"is set for the acceptance of construction quality.In case of nonconformity，construction quality acceptance shall be carried out according to clause 4.1.12.

3.0.3　The project quality evaluation shall be carried out for the projects with the goal to create excellent project.

3.0.4　The project quality evaluation shall be carried out according to three phases-single project，single unit and entire project.

3.0.5　The construction quality evaluation of the single project shall be carried out after construction quality acceptance of all unit projects which are included in the single project have qualified，and collection and arrangement of the project technical documents have completed.All of working contents prior to 168 hours trial run with full load shall be included in the evaluation.

3.0.6　The quality evaluation of the single unit shall be carried out after the quality elevation of all single projects for the unit and the 168 hours trial run with full load for the unit have completed，and the matched environment protection projects have normally put into operation.The utility system shall be bought into the evaluation of the first unit.

3.0.7　The quality evaluation of the overall project shall be carried out after the quality evaluation of all single units，the performance tests of the units，and the elevation of the project archives have been completed.
